The European Commission’s Technological Sovereignty Package, the UK’s AI Hardware Plan, Portugal’s Digital Infrastructure Reform Package, and Canada’s updated AI Strategy all prioritized domestic computing capacity and sovereign AI capabilities.

These provide the first shared measures of ecosystem extent, condition, and species health across disclosure, target setting, and transition planning.
